Justin Trudeau says Ukraine should be allowed to strike deep within Russia, despite Moscow's threats to lure Canada and its allies into conflict.

"Canada fully supports Ukraine using long-range weaponry to prevent and interdict Russia's continued ability to degrade Ukrainian civilian infrastructure, and mostly to kill innocent civilians in their unjust war," Trudeau told reporters Friday in Ste-Anne-de-Bellevue, Que.

On Thursday, Russian President Vladimir Putin warned that NATO enabling Ukraine to use its long-range missiles "would mean that NATO countries, the United States and European countries, are at war with Russia."

Ukraine and its backers want Joe Biden to allow Kyiv hit military targets farther into Russia with the weaponry.

Trudeau said Ukraine can stop Russia's numerous strikes on hospitals and daycares with this capacity.

Putin repeated the Kremlin's early war narrative of NATO countries' de facto involvement and threatening a retaliation. Five weeks after Ukrainian forces rushed the border and occupied Russian territory for the first time since WWII, he made these comments.

On Friday, Trudeau told reporters that Canada is "unequivocal" that Ukraine must win its fight against Russia's invasion or it will embolden other strong nations to annex their neighbors. He stated Putin's actions affect everyone. "He is trying to deeply destabilize the international rules-based order that protects us all, not just in every democracy around the world, but in all countries around the world," he said. On Tuesday, Biden said his administration was "working that out." The matter was also discussed Friday when Biden hosted U.K. Prime Minister Keir Starmer to the White House.

John Kirby, the White House's national security communications adviser, said the U.S. won't change course.

"There is no change to our view on the provision of long-range strike capabilities for Ukraine to use inside Russia," Kirby told reporters, adding that Friday's talks will not yield a huge announcement "certainly not out of our side."

Kirby said it's hard to know if Putin's long-range missiles represent a red line, but he noted that Putin has shown he can be aggressive and escalating. Washington allowed Ukraine to use American weapons to strike inside Russia in May, but only for targets near the border, including Kharkiv, 20 kilometres from the border.
